Go to the craft store, buy red felt, cut it to the appropriate shape, and glue it on over the fez.

Get acrylics.
Then get glaze.
Its best to glaze it over after a few coats to make sure the paint doesn't crack, especially if you plan on letting it sit on display or something.

I'd say use a latex or acrylic paint. Something that has a little bit of give to it, but isn't going to have a mat finish that looks like you just painted some paint on it. Definitely NOT oil, water color, or tempera paint, though.
