But back to the question, I guess it would depend on religion and respect. A lot of the women in Agrabah, if not all, are covered up, including most of their hair because I know that's a big thing too. I don't know just how much you can mix real religion and pratices with a mythical city and characters.
Then again, this is an animated feature and anything can happen  |

She comes pretty close, remember Jafar's red outfit.

That outfit isn't that far off from the one she wears now. Everything is the same except the top. The sleeves and midrift is missing and there's a twist in the middle. The pants are the same, which the exception that the point on the rim is pointier cause Jafar took over . Not that I am complaining. I think it's cool 
Then again, I'm an artist and I tend to see things and people that others see as "sluttish" as "pretty" |

I've always liked her red outfit and agree that it's not really that much more revealing that what she normally wears.
